Editorial correction — 14 October 2026: We corrected payroll pricing and capacity assumptions, removed unsupported rankings and automatic-compliance guarantees, and updated the BrightPay migration wording. Verify the exact tax-year product and your payroll cases before switching.

Choose payroll software by the pay rules it supports, the exact product and its recurring cost. This is a supplier-specification comparison, not a controlled reliability or usability benchmark. Verify the current tax-year version before migrating.
Payroll Software Options for UK SMEs
The shortlist covers standalone payroll, payroll alongside accounting, and services that combine payroll with HR. A shared brand does not mean every product includes the same functions.
| Product | Charging model to verify | Main selection check |
|---|---|---|
| Sage Payroll | Plan and headcount | Exact product and pay rules |
| BrightPay | Employer/employee counts | Current cloud workflow |
| Xero Payroll | Accounting plan allowance and extras | Full accounting-plus-payroll cost |
| QuickBooks Payroll | Additional payroll package | Selected package and base subscription |
| Moneysoft | Annual licence and capacity | Edition, environment and records |
| Employment Hero | Free payroll; optional paid services | Free-tier limits and separate HR costs |
Check the exact product and current tax-year recognition using HMRC’s payroll software finder. Recognition is not a recommendation or a promise that every feature listed elsewhere is included.
HMRC Compliance: What Every UK Payroll Platform Must Handle
Turn your actual obligations into an acceptance checklist. Software can assist, but the employer must ensure the process is correct.
RTI: an FPS is normally due on or before payday. HMRC explains exceptions and correction procedures; the former statement that every employer has an identical filing rule was too broad.
Pensions: check assessment, communications and contribution submissions against your duties and pension provider. The Pensions Regulator’s employer guidance is authoritative. The law does not universally require a single fully automated payroll/pensions application.
Statutory pay: verify eligibility, calculations and records for the cases your workforce has. Do not assume that a software update verifies every input or decision.
Documents and year end: test payslips, leaver documents, P60s and required HMRC reports. These documents do not all have the same recipient or submission process.
PAYE payroll and Making Tax Digital for Income Tax are separate workflows. A VAT or MTD accounting capability does not establish payroll suitability.
Test the required functions in the quoted product. Retain a sample payroll reconciliation and establish who reviews, submits and resolves errors.
Sage Payroll: A Separate Cloud Product
Sage’s cloud Payroll page describes Payroll Essentials and Standard, with five employees included. Obtain the current price and extra-employee terms for the exact product. The former £20-for-ten and £40 figures were not established by a current primary quote.
Sage sells several payroll products. Specify the one being evaluated and ask the intended operator or accountant to run your sample cases; market-share, reliability and universal compliance claims were not evidenced here.
The cloud product documents RTI reporting and HMRC-notice handling. Confirm CIS, pensions, employee access and any HR functions separately in the selected plan.
Cost check: compare the total at current and expected headcount, including additional modules and support. This article has not tested interface quality.
If you’re also evaluating Sage for accounting, our comparison of how Sage compares to Xero for UK small businesses covers the full picture across both platforms.
Potential fit: a business seeking a separate cloud payroll product, provided its required pay rules and reporting pass the trial.
BrightPay: Current Cloud and Multi-Employer Checks
BrightPay states that its desktop product no longer receives updates or support for 2026/27 and that the supported route is cloud. An old desktop licence is not a substitute for a current tax-year product.
BrightPay’s pricing guidance bases cloud charges on employer and employee counts, including starters and leavers. Use a current quote or calculator; the earlier flat £6-per-employee estimate was not substantiated.
Migration: it is already October 2026. Follow the supplier’s current migration procedure, reconcile year-to-date values and avoid duplicate submissions. The old instruction to migrate before summer is obsolete.
Potential fit: employers or practices whose required multi-employer workflow and current cloud quote are suitable. Confirm permissions, employee access and pension output in a demonstration.
Accounting-Integrated Payroll: Xero and QuickBooks
Integrated accounting may reduce transfers between products, but payroll output still needs reconciliation. Compare a standalone solution too if it meets your operational requirements.
Xero Payroll: plan-specific employee allowances apply; it is not a £1.50 add-on for every person on every plan. See the current UK plan table and include accounting, payroll and optional charges in the total.
QuickBooks Payroll: QuickBooks lists payroll as an additional subscription alongside eligible accounting plans. Check the exact Core, Premium or Elite package and current quote; a third-party award is not a feature or reliability test.
If you’re still deciding between the two accounting platforms, our full breakdown of how Xero and QuickBooks compare for UK SMEs covers pricing, features, and a clear verdict.
Migration check: determine how payroll records, accounting journals and historical submissions can be exported. A future accounting change does not automatically require every payroll record to be migrated at the same time.
Potential fit: an existing accounting customer whose sample payroll and reconciliation work correctly in the proposed package.
Moneysoft: Annual Licences and Capacity
Moneysoft sells Payroll Manager annual licences with explicit employer and employee limits. Its ordering page distinguishes Payroll Manager 20 from larger multi-employer versions. The old £90 price should not be treated as a current quote.
An annual licence can make budgeting simpler, but check the relevant capacity and renewal terms. We have not established that it is the cheapest recognised product with CIS.
Scope: the range includes products for up to 100 employees, so the former 25–30-person ceiling was incorrect. Confirm the operating system, employee portal, integrations and your chosen edition before purchase.
Potential fit: a business whose requirements suit the licensed Payroll Manager edition and operating environment.
HR and Payroll Combined: All-in-One Platforms Worth Considering
Combining HR and payroll can reduce repeated data entry, but verify which functions are in the selected package and how corrections propagate.
Employment Hero advertises free UK payroll with unlimited employees. Its UK pricing page separately lists paid Core and managed services, with conditions. Free payroll should not be confused with every HR feature or premium integration being free.
HR support, payroll software and managed payroll are distinct purchases. If considering BrightHR or another HR provider, identify the actual payroll product and any separately contracted advice service.
For a broader view of the HR software category, our guide to the best HR software platforms UK SMEs use alongside payroll covers the leading options in detail.
Potential fit: a team wanting coordinated HR and payroll records after testing permissions, payroll output and the full package price.
The Verdict: Which Payroll Software Is Right for Your UK Business?
There is no demonstrated universal winner. Use the same sample payroll and a twelve-month cost comparison for the shortlisted products.
Sage Payroll: evaluate the exact cloud product and plan, rather than the old default-winner claim.
BrightPay: confirm supported cloud access and a controlled migration path if historical records are in the retired desktop product.
Xero or QuickBooks: verify the included employee allowance or payroll add-on, and reconcile the accounting output.
Moneysoft: choose the correct annual licence and capacity; request current pricing.
Employment Hero: distinguish the advertised free payroll tier from paid HR, support and managed services.
Frequently Asked Questions
Does payroll software need to be HMRC-recognised?
Use HMRC’s current finder to check the exact software and reporting needs. Recognition is not an endorsement. Reporting exemptions and unusual cases should be checked with HMRC rather than ruled out by a general comparison.
What is the cheapest payroll software for a UK small business?
We have not established a cheapest product across the whole market. Employment Hero advertises a free payroll tier, while paid products use different employee, employer and module allowances. Compare the total for your actual case.
For a small payroll, first confirm whether the quoted product supports all required statutory, pension and reporting cases. A low price alone is not sufficient.
When is the best time to switch payroll software?
A tax-year boundary may simplify migration, but it does not remove record-transfer and validation work. For a mid-year move, reconcile year-to-date totals, identifiers and submissions using the supplier’s procedure before the next pay run.
Can I run payroll without an accounting subscription?
Standalone payroll products exist, including Sage Payroll and Moneysoft. The Xero and QuickBooks offerings discussed here are associated with their accounting products; verify current subscription dependencies in the quote.
